To implement Shenzhen's "20+8" strategic emerging industry cluster development plan and promote the high-quality development of the ultra-high-definition video display industry, the Shenzhen Municipal Bureau of Industry and Information Technology launched the "Ultra-High-Definition Video Display Industry Development Support Plan," which focuses on supporting the research and development and industrial application of cutting-edge technologies such as TFT-LCD, OLED, and Mini/Micro LED, and accelerating the collaborative innovation and development of the industrial chain.

The program categories and funding standards will focus on supporting three project categories:
1. Projects with Matching Funds from Higher Levels
Projects that receive matching support from higher-level funding units for major projects in the field of ultra-high-definition video display (hereinafter referred to as national and provincial projects) organized by the Ministry of Industry and Information Technology and the Guangdong Provincial Department of Industry and Information Technology. The funding method will follow the same procedures as national and provincial projects.
The funding standards and scope are as follows: matching funds will be provided at a ratio not exceeding 1:1 to the national or Guangdong provincial funding already disbursed; the total amount of national and municipal funding shall not exceed 50% of the total project investment, and the total amount of provincial and municipal funding shall not exceed 40% of the total project investment.
2. Supply Chain Cooperation Projects
Projects that open up the supply chain to ultra-high-definition video display terminal and panel manufacturers, connect upstream and downstream, strengthen cooperation and joint research with core material, component, and equipment companies, and reward companies that add relevant supply chain companies and establish stable procurement cooperation.
The funding method is post-event subsidy. The funding standard is to reward ultra-high-definition video display terminal and panel manufacturers with no more than 20% of the approved contract amount, and the maximum reward for each company is 10 million yuan per year.
3. Standard Terminal Application Project
This project provides subsidies to enterprises for the development, production, and sales of terminal products based on ultra-high-definition audiovisual standards such as AVS3 and unified multimedia interconnection interfaces, which have a significant innovative and leading role in the industry.
The subsidy is provided retroactively. The subsidy standard is based on the application of one or more standards, with a maximum subsidy of 0.5% and 1% of the approved annual sales revenue, respectively. Standards in the same series are considered as one standard. The same project unit can only receive one subsidy per policy period for the same category of products using the same standard, with a maximum subsidy of 2 million yuan per project. Subsidized product categories include television terminals, set-top boxes, cameras, interactive all-in-one machines, computer monitors, surveillance cameras, projectors, LED large screens, decoders, players, etc., as well as mobile phones, tablets, and laptops supporting ultra-high-definition video displays.
